It has been suggested that the rhyme has a historical background, and expresses the complaint of a medieval Englishman about the wool tax.
Tell me, our lamb,
How much wool will you give us?
Don't cut my hair yet.
I will give three bags of wool:
One bag to the Master,
Another bag to the Mistress,
And the third - for small children
On warm sweatshirts.
